La fuga dei talenti

Nel 2018 gli emigrati italiani sono stati 285 mila (dati AIRE, Anagrafe degli italiani residenti all’estero incrociati con registrazioni negli archivi statistici dei 5 principali paesi di destinazione). Secondo l’OCSE l’Italia è ottava, dopo Cina, Siria, Romania, Polonia, India, Messico e Vietnam, per livelli di emigrazione.

 

Ad andarsene sono soprattutto giovani tra i 18 e i 44 anni (il 56% del totale), dei quali il 32% è in possesso di una licenza di scuola elementare o media, il 36,3% di un diploma e il 30,6% di una laurea. Rispetto al decennio precedente il livello di istruzione di chi emigra è notevolmente più alto: ad avere una licenza elementare o media era il 51%, un diploma il 37,1% e la laurea solo l’11,9% (dati Istat).

 

L’emigrazione di giovani italiani del 2018 è seconda solo a quella del primo dopoguerra. Ma mentre quella era soprattutto l’emigrazione di persone poco istruite che sfuggivano alla fame creata dal periodo bellico, ora si tratta soprattutto di persone istruite e provenienti dalla classe media, che cercano nuove opportunità e un ambiente economico più dinamico che offra salari migliori.

 

Questa fuoriuscita continua e crescente di giovani altamente formati e con una professionalità qualificata costituisce una enorme riduzione del capitale sociale e umano del paese e uno spreco di investimenti che si ripercuotono negativamente sul suo potenziale di sviluppo e crescita. I dati rilevati dal Centro Studi Confindustria sono eclatanti. Per formare un laureato fino ai 25 anni di età sono necessari circa 170 mila euro, che salgono a 230 mila se oltre alla laurea consegue un dottorato di ricerca. Ne consegue che l’investimento in istruzione e formazione andato perduto dal 2008 al 2018, su circa 260 mila giovani laureati espatriati, è di 42,8 miliardi di euro che, aumentando al tasso di 14 miliardi l’anno, rappresentano poco meno di un punto percentuale del PIL.

 

Si noti anche che oltre la metà degli emigranti parte dalle regioni del Nord Est allargato (il Pentagono): la Lombardia in testa (21.980), poi Emilia-Romagna (12.912) e Veneto (11.132). E questo è un altro cambiamento importante. Mentre per decenni l’emigrazione italiana partiva soprattutto dalle regioni meridionali, verso il nord d’Italia e verso l’estero, ora parte soprattutto dalle regioni più sviluppate, dove il tasso di disoccupazione è basso e le prospettive di lavoro rimangono molto buone (si veda il Rapporto 2019 della Fondazione Nord Est).

 

Uno studio recente di Anelli, Basso, Ippedico e Peri (Anelli, Basso, Ippedico e Peri, “Youth Drain, Entrepreneurship and Innovation” NBER Working Paper No. 26055) dimostra che l’emigrazione dei talenti ha rilevanti impatti anche sull’imprenditorialità. La stima è che per ogni mille emigrati siano state create circa cento imprese in meno, tra quelle gestite da giovani under 45. Scrivono infatti: “Nei territori ad alta emigrazione si registra, in particolare, una minor nascita di startup innovative. Il 60 per cento del numero inferiore di aziende è attribuibile semplicemente a un effetto “di sottrazione demografica”: poiché i giovani hanno un’alta propensione alla creazione d’impresa, meno giovani implicano meno imprese. Vi si aggiunge un’altra componente (pari a circa il 35 per cento dell’effetto totale) dovuta al fatto che chi rimane nel paese ha in media un minor tasso di imprenditorialità rispetto a chi emigra e, in parte a un effetto di ricaduta, poiché ogni impresa in meno riduce anche le possibilità per altri imprenditori di iniziare una nuova attività”.

 

Si noti infine come i dati si riferiscano ai giovani iscritti all’Aire, che risiedono in modo permanente all’estero, non a quelli che escono per un periodo di studio. E si noti anche come il flusso in ingresso di talenti italiani o stranieri sia ben lungi dal compensare l’esodo a cui stiamo assistendo.

 

Fermare il flusso di talenti verso l’estero è quindi essenziale per ridare impulso imprenditoriale al territorio, oltre che per disporre di quel capitale umano altamente qualificato indispensabile nei processi produttivi dominati da macchine e intelligenza artificiale che caratterizzeranno il mondo dell’industria e dei servizi nei prossimi anni. Per farlo è necessario rendere tutto il territorio italiano, o almeno quello del nord Italia, attrattivo per giovani di talento che vi possano trovare salari interessanti, infrastrutture adeguate, imprese innovative, servizi pubblici efficienti e città dinamiche e culturalmente ricche.
